Open new image 500x500 floodfill white
Open paper of choice
Copy and paste as new layer
Layer new mask layer find mask
Apply mask delete mask layer and ungroup layers
Grab preset shape eclipse and draw a nice circle in middle of mask layer
Convert to raster layer
Grab magic wand and click inside circle
Copy and paste tube
Selections invert delete
Now I colorized my wordart you can do same to match your tag.
Copy and paste wordart place to liking
Add any embleshiments of your choice
Add text and copyright
